T.R. Holliman and Associates, Inc. is a California S-Corporation established in 2005 and is a registered Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) with the California Unified Certification Program (CUCP No. 47383), and the Los Angeles County Metropolitan Transportation Authority (Metro File No. 8347).  T.R. Holliman and Associates is a certified DBE/SBE under NAICS Code No. 541330 – Engineering Services, and NAICS Code No. 541618 – Other Management Consulting Services.  T.R. Holliman and Associates’ principal office is in Highland, CA where we specialize in recycled water master planning, design, construction management, onsite conversions, and operations support.  We also provide stormwater planning including SWPPP review/development and field inspections, and water use efficiency and sustainability evaluations.  Recently T.R. Holliman and Associates has added labor compliance support to its scope of services.

T.R. Holliman and Associates’ past success has been built on projects exclusively within Southern California.  Because of the firm’s long history of service to municipal water and wastewater agencies in Southern California, we recognize that the State of California has a heightened awareness of the environment and has implemented the necessary regulations to create a healthy balance between nature and industry. In response, we have developed and honed competencies in the environmental service sector to help our clients meet the rigorous stormwater, water, and sewer regulations California has adopted. While providing these services, T.R. Holliman and Associates has worked extensively with regional regulatory agencies, including the Regional Water Quality Control Board and county health agencies in Orange, Riverside, Los Angeles, and San Bernardino counties.

Thomas R. Holliman, PE 

President/Managing Engineer

Tom Holliman has more than 40 years of engineering experience on a broad range of domestic water, reclaimed water, sewer, and storm water projects involving planning, design, and construction management.

He is a recognized expert in California for recycled and non-potable water system development and implementation. He has been responsible for recycled water master planning, system feasibility studies, preliminary design reports, plans, specifications, cost estimates, and construction management.  He is President/Managing Engineer of T.R. Holliman and Associates, Inc. which provides planning, design management, construction management and municipal engineering services with an emphasis on recycled water/non-potable programs.   Mr. Holliman has served as Interim Water Engineering and Operations Manager, Indio Water Authority, Engineering and Operations Manager, East Valley Water District, Assistant General Manager/District Engineer, Water Replenishment District of Southern California (WRD), Director of Engineering and Planning/Chief Engineer, Long Beach Water Department, and Principal Engineer, Irvine Ranch Water District

With division and agency-level management in private and public corporations, he has a proven record of innovation, cost saving, profitability, and the ability to handle multiple, complex tasks.  He is a graduate of the 2019 Academy for Dynamic Leadership where he was able to hone his leadership skills and new ones.  This has led to an increase in his personal productivity and helped to improve the performance his consulting firm.  Mr. Holliman is a Life Member of the American Water Works Association, and past President of the Inland Empire Chapter of WateReuse.

Mr. Holliman is a Professional Civil Engineer in the State of California, holds a Bachelor of Science in Civil Engineering from the University of Southern California, and a Master of Business Administration from the University of California, Irvine.   Mr. Holliman is as California Registered Professional Engineer – Civil Engineering, AWWA/USC Cross Connection Control Program Specialist, Qualified SWPPP Developer/Practitioner (QSD/QSP) and Envision Sustainability Professional (ESP).   He is also an Adjunct Instructor at San Bernardino Valley Community College.
